Consultant(e) DDRR – Manuel de procédures

About the role

The International Organization for Migration (IOM) is seeking a consultant to support the development, review, and validation of an operational framework and procedures manual for Chad's National Disarmament, Demobilisation, Reintegration and Reconciliation (DDRR) programme.

Key responsibilities

• Assist the permanent secretariat of the CNPP-DDRR and IOM in drafting a comprehensive procedures manual.
• Review existing strategic documents (National DDRR Strategy, National Action Plan) and align the manual with them.
• Coordinate with provincial authorities, community leaders, and other stakeholders to ensure the manual reflects operational realities.
• Facilitate consensus on institutional responsibilities, coordination mechanisms, and minimum standards for each DDRR phase.
• Provide technical input for validation workshops and incorporate feedback into the final document.

Required profile

• Advanced degree in public administration, law, international development, or a related field.
• Proven experience in drafting policy or procedural documents for government or UN programmes.
• Familiarity with DDRR processes, reintegration programmes, and humanitarian contexts.
• Strong analytical and writing skills in French; English proficiency is an advantage.
