Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme. The role supports policy dialogue, knowledge exchange and impact‑driven decision‑making across a complex multi‑partner environment.

Key responsibilities

• Design, implement and continuously improve the monitoring, evaluation and learning framework for the Africa‑EU Space Partnership Programme.
• Develop indicators, baselines, data collection protocols and evidence‑consolidation processes.
• Conduct impact assessments and provide actionable insights to programme managers and donors.
• Coordinate with multi‑partner teams across Africa and the EU to ensure data quality and timely reporting.
• Support policy dialogue, knowledge exchange and learning activities based on MEL findings.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
