About the role
Under the overall supervision of the Head of Programs in N’Djamena, Chad and direct supervision of the Programmes Coordinator (IBG); and in collaboration with relevant units at Headquarters and regional office, the Senior Programme Associate (IBG) will support the implementation of the Immigration and Border Governance (IBG) portfolio in Chad, including, but not limited to, border management information systems, legal identity, counter‑migrant smuggling, border governance, Humanitarian Border Management, community policing.
Key responsibilities
- Independently lead and coordinate the implementation of the IBG portfolio.
- Monitor implementation of activities, analyse difficulties and recommend adjustments to work plans.
- Research, compile and present data on national, regional and international developments, legislation and relevant documentation.
- Monitor budget expenditures, verify fund availability and maintain records of approved budgets.
- Coordinate financial, administrative and technical aspects of the project in line with IOM policies and donor requirements.
- Plan, coordinate and conduct capacity‑building workshops for internal and external parties.
- Participate in meetings and conferences.
- Maintain liaison with local authorities, UN agencies, NGOs, donors and other stakeholders.
- Prepare correspondence, briefing notes, presentations, narrative and financial reports.
- Ensure timely submission of status reports.
- Document good practices, lessons learned and contribute to SOPs, policies and concept papers.
- Supervise and train reporting staff.
- Perform other relevant duties as assigned.
Required profile
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related field with five years of relevant experience; or High School diploma with seven years of relevant experience.
- Experience in developing and implementing Immigration and Border Governance (IBG) interventions.
- Experience liaising with governmental authorities, UN agencies and NGOs.
- Experience working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Prior experience with international humanitarian organisations or multi‑cultural settings is an advantage.
Required skills
- Knowledge of immigration and border governance, including border management information systems.
- Knowledge of project implementation, monitoring and reporting.
- Ability to coordinate effectively with government authorities, UN agencies and partners.
- Strong organisational, analytical and drafting skills.
- Knowledge of IOM administrative and financial procedures is an advantage.
