Consultant – Migration and Border Management (MPRR/IBG)

About the role

This consultancy supports the implementation of the IBG portfolio in northern Chad, focusing on improving stability between host and migrant communities. The Consultant will work closely with Chadian authorities to assess needs, train staff, and develop tools for more effective border management.

Key responsibilities

• Conduct an assessment to support the IBG portfolio implementation in the North of Chad.
• Assist in training programmes for the Directorate of Territorial Surveillance (DST), border agents, and immigration/emigration services.
• Evaluate and inventory suitable IT equipment for central offices and border crossing points, ensuring quality and suitability.
• Coordinate daily follow‑up of border post construction and related infrastructure, including equipment procurement and installation.
• Develop a Standard Operating Procedure (SOP) for equipment use and future digitalisation of immigration and emigration tools at land border points.
• Support the initial steps of digitising DST systems through the Migration Information Data Analysis System (MIDAS) as the official Border Management Information System (BMIS).
• Interview and meet with DST, immigration, and border agents to understand current practices and draft operational guidance.
• Analyse existing border‑crossing practices, data bases, and information flows.

Required profile

• Proven experience in migration security governance, border management, or related consultancy.
• Familiarity with international standards for border management and gender‑sensitive approaches to human trafficking.
• Ability to conduct field assessments, coordinate infrastructure projects, and develop clear procedural documentation.
• Strong communication skills for training and stakeholder engagement.
