Consultant – Migration Policy & Border Management (MPRR/IBG)

About the role

The Consultant will support IOM Chad in strengthening migration stability and peaceful coexistence in northern Chad. The role focuses on developing policy tools, implementing the Integrated Border Governance (IBG) framework, and building capacity for border and immigration authorities.

Key responsibilities

• Develop policy and operational resources to promote safe, orderly migration pathways and prepare procurement plans for MIDAS and related IBG equipment.
• Lead joint field missions to targeted border posts, liaise with local authorities and the Ministry of Security, and identify priority intervention areas.
• Design and deliver capacity‑development trainings on MIDAS, document security, biometric use, legal identity, readmission, and Advance Passenger Information.
• Produce public information and training materials for customs, border, immigration officials, visa officers and other stakeholders.
• Create a roadmap for hardware/software management, data storage, and security to ensure sustainable use of MIDAS equipment.
• Provide technical and organizational support for a trans‑national forum on migration challenges involving Chad and neighboring countries.
• Perform any other tasks assigned by the supervisor.

Required profile

• Minimum 7 years of experience in migration projects, border management or related fields.
• Demonstrated experience in project assessment and implementation of MIDAS or travel‑document digitisation.
• Strong knowledge of Electronic Travel Systems (e.g., Electronic Travel Authority).
• Experience designing and delivering training programmes for border and immigration personnel.
