Consultant(e) DDRR – Manuel de Procédures

About the role

The International Organization for Migration (IOM) is seeking a consultant to support the National Disengagement, Dissociation, Reintegration and Reconciliation (DDRR) Programme in Chad. Working under the joint supervision of the permanent secretariat of the National DDRR Steering Commission (CNPP‑DDRR) and IOM, the consultant will help consolidate operational arrangements and promote a shared understanding of procedures, institutional responsibilities, coordination mechanisms and minimum standards throughout the DDRR process.

Key responsibilities

• Assist in consolidating and documenting operational mechanisms established by provincial authorities, community leaders and other stakeholders.
• Facilitate the development and harmonisation of the DDRR manual of procedures, ensuring alignment with the National DDRR Strategy (2024) and the National DDRR Action Plan (2025).
• Support the mapping of beneficiaries and monitor the implementation of reintegration activities in Bol and surrounding communities.
• Provide technical advice to government officials and partners on procedural standards and coordination practices.
• Prepare concise reports and briefing notes for the CNPP‑DDRR secretariat and IOM management.

Required profile

• Relevant experience in DDRR programmes, post‑conflict reintegration or similar humanitarian initiatives.
• Familiarity with the Chadian administrative context and with national policy documents related to DDRR.
• Ability to work under joint supervision and collaborate with government, NGOs and community representatives.
• Strong analytical and reporting skills, with fluency in French; English proficiency is an advantage.
