Emergency Officer (Humanitarian Response and Recovery) - Multiple Duty Stations

About the role

IOM is recruiting two Emergency Officers for its Humanitarian Response and Recovery (HRR) portfolio in the Lac region of Chad. The post works under the overall supervision of the Chief of Mission and the direct supervision of the Programmes Coordinator (HRR) in N'Djamena, and supports the implementation and management of emergency operations in the region. The position is open to first- and second-tier candidates, with preference given to qualified female candidates and applicants from non-represented IOM member states.

Key responsibilities

• Contribute to developing and implementing HRR, WASH, Shelter and Settlements (S&S) and Rapid Response programmes, integrating an operations approach across emergency, transition and recovery programming.
• Coordinate the implementation of these programmes according to project specifications, donor requirements and IOM rules, and support resource mobilization locally and regionally.
• Take part in designing technical specifications and verifying compliance with international and national standards and donor requirements.
• Monitor budgets and expenditures, verify that budget lines are respected and track burn rates.
• Supervise the team technically and administratively, coordinate capacity building, and liaise with resources and supply chain units on procurement and contracts.
• Liaise with the Shelter Cluster, shelter agencies, government authorities and other stakeholders to avoid duplication and respect national regulations and humanitarian agreements.
• Prepare project reports, situation reports and programme updates, archive project data and share it appropriately.
• Support the Monitoring, Evaluation and Learning framework and integrate cross-cutting issues such as housing, land and property, disaster risk reduction, gender-based violence, protection against sexual exploitation and abuse, accountability to affected populations and the environment.

Required profile

• Master's degree in civil engineering, architecture or a related built environment field with two years of relevant experience, or a university degree in the same fields with four years of experience.
• Experience designing and managing multiple shelter and settlement projects and coordinating with partners and government counterparts.
• Experience designing shelter strategies, including host family, collective shelter and camp settings, and transitioning to more sustainable solutions.
• Experience in technical shelter, housing or infrastructure design, including bills of quantities, tendering, technical specifications and construction monitoring.
• Experience in FIDIC contract management and construction management of permanent structures such as houses, schools and hospitals.
• Experience in participatory approaches, cash or in-kind distributions, and familiarity with IOM procedures.
• Demonstrated knowledge of WASH, environmental, housing, land and property and protection standards, and experience in humanitarian coordination.
