Rural Electrification Expert – Chad

About the role

The client seeks a Rural Electrification Expert to drive the implementation of the national Energy Compact in Chad. The consultant will focus on scaling renewable‑based mini‑grids, strengthening institutional frameworks, and improving financing mechanisms to accelerate off‑grid deployment.

Key responsibilities

• Conduct a diagnostic of current rural electrification status and develop a national strategy aligned with Compact objectives.
• Design and operationalise a mini‑grid strategy that encourages effective public‑private partnerships.
• Propose low‑cost, scalable solutions for rural electrification and support financing model development.
• Build capacity within ADERM and ARSE, including training, standardisation, certification, and supervision mechanisms.
• Prepare procurement documentation for equipment and software, and strengthen monitoring, evaluation, and information systems.
• Provide technical assistance to improve regulatory frameworks and investor confidence.

Required profile

• Proven experience in rural electrification, renewable mini‑grids, or energy access projects in emerging markets.
• Strong understanding of PPP models, financing mechanisms, and regulatory environments.
• Experience working with government agencies, regulators, and private operators.
• Ability to produce strategic documents, diagnostics, and capacity‑building programmes.
