Senior Officer, National Cholera Plans Financing & Strategic Engagement

About the role

The Senior Officer, National Cholera Plans (NCP) Financing and Strategic Engagement will lead the IFRC’s efforts to mobilise resources for countries implementing their National Cholera Plans. Working within the Country Support Platform, the role focuses on building partnerships with donors, enhancing government capacity to secure funding, and integrating cholera control into broader health‑security and development agendas.

Key responsibilities

• Map and monitor funding landscapes across CSP‑supported countries, identifying current and planned investments relevant to NCP priorities.
• Develop and maintain relationships with development banks, bilateral donors, philanthropies, private‑sector partners and domestic budget stakeholders to explore financing opportunities.
• Collaborate with Regional CSP Coordinators to translate operational intelligence into actionable financing discussions.
• Provide technical support to national authorities in preparing funding proposals and accessing financing mechanisms.
• Track and report on financing commitments, ensuring alignment with the Global Roadmap to 2030 for cholera elimination.
• Contribute to strategic engagement activities that position cholera control within wider development and health‑security investments.

Required profile

• Significant experience in resource mobilisation, public‑health financing or international development.
• Strong understanding of cholera control, health security and the humanitarian development nexus.
• Proven ability to engage and negotiate with a diverse set of financing stakeholders.
• Excellent analytical and communication skills, with fluency in English.
• Ability to work collaboratively across regions and with national governments.
