Job description

About the role

IOM is recruiting a Programme Coordinator (Humanitarian Response and Recovery) in Chad, reporting directly to the Head of Programmes. The post is responsible for coordinating IOM's operations in response to HRR challenges in IOM Chad, under the supervision of the Chief of Mission.

Key responsibilities

  • Coordinate and monitor the implementation of operational and administrative aspects of emergency-related projects, applying IOM policies and procedures.
  • Work with the Chief of Mission so that emergency response and regular recovery and development activities are coherent and mutually supportive.
  • Improve response preparedness, align it with inter-sector planning frameworks and coordinate preparedness efforts across sectors.
  • Stay up to date on humanitarian policies and standards, and recommend how cross-cutting issues such as gender, age, education, disability, environment and protection can be strengthened.
  • Prepare and submit emergency project reports, updates, summaries, lessons learned and press releases, and guide and train staff on emergency response.
  • Identify new emergency response opportunities, help develop project proposals and share timely information on movements, displacements and return/relocation situations with stakeholders.
  • Liaise with donors and take part in inter-agency coordination groups and meetings with authorities, NGOs and other partners.
  • Travel for need assessments, monitoring, liaison and project development.

Required profile

  • Master's degree in International Relations, Political Science, Business or Public Administration (or related field) with five years of relevant experience, or a university degree with seven years.
  • Demonstrated managerial experience in IOM emergency programming (emergency coordination, NFI/shelter, CCCM, DTM, protection, transition and recovery, preparedness and response) in conflict or post-conflict hardship duty stations; this is mandatory.
  • Experience managing large teams across several emergency response themes and managing programmes in complex emergencies in hardship locations; experience supporting OCHA is highly advantageous.
  • Practical project management experience, including administrative and financial management, procurement and HR procedures.
  • Experience working in an emergency context and liaising with government officials, donors, UN personnel and NGOs; demonstrated experience in non-family hardship duty stations is mandatory.

Required skills

  • Knowledge of the IOM Project Management Handbook, WAVE and PRIMA; familiarity with WAVE is highly recommended.
  • Proficiency in MS Office (Excel, PowerPoint, Outlook).
  • Ability to work with minimal supervision and in high-pressure, rapidly changing environments.
  • Advantageous: ERIT and SELAC training, and IOM programme management expertise in complex post-conflict hardship locations.
