About the role

The Programme Coordinator (Humanitarian Response and Recovery) works under the direct supervision of the Head of Programmes and is responsible for coordinating IOM's operations addressing humanitarian response and recovery challenges in IOM Chad. The post is open to internationally recruited professionals who must be mobile.

Key responsibilities

  • Coordinate and monitor the implementation of operational and administrative aspects of emergency projects, applying IOM policies and procedures.
  • Work closely with the Chief of Mission so that emergency response and regular recovery and development activities are coherent and mutually supportive.
  • Strengthen IOM's response preparedness by improving programme coordination, aligning preparedness with inter-sector planning frameworks and coordinating preparedness efforts across sectors.
  • Stay up to date on humanitarian policies, standards and best practice, and recommend how cross-cutting issues such as gender, age, education, disability, environment and protection can be better integrated.
  • Prepare and submit emergency project reports, project summaries, lessons learned, press releases and other materials on time, and guide and supervise project staff and their training.
  • Identify new emergency response opportunities, help develop project proposals and share timely, accurate information with stakeholders on movements, displacement trends and conditions in return/relocation areas, especially for vulnerable groups.
  • Liaise with donors to brief them on current and planned programmes and mobilize financial support, and take part in inter-agency coordination groups and meetings with governments, NGOs and other stakeholders.
  • Travel for need assessments, project monitoring, liaison and new project development.

Required profile

  • Master's degree in International Relations, Political Science, Business or Public Administration (or related field) with five years of relevant experience, or a university degree with seven years.
  • Mandatory demonstrated managerial experience in IOM emergency programming (emergency coordination, NFI/shelter, CCCM, DTM, protection, transition and recovery, preparedness and response) in conflict or post-conflict hardship duty stations, and experience managing many teams across diverse emergency themes.
  • Proven managerial and administrative experience in emergency programmes in conflict, post-conflict and complex emergencies in hardship locations, and proven coordination and humanitarian experience.
  • Experience in IOM project management, including administrative and financial management, procurement and HR procedures; experience in OCHA contexts is highly advantageous.
  • Fluency in English and French (oral and written); working knowledge of Arabic, Chinese, Russian or Spanish is an advantage.

Required skills

  • Knowledge of the IOM Project Management Handbook, WAVE and PRIMA; familiarity with WAVE is highly recommended.
  • Proficiency in MS Office (Excel, PowerPoint, Outlook).
  • Ability to work with minimal supervision, in high-pressure, rapidly changing environments, and to liaise with government officials, donors, UN personnel and NGOs.
  • Advantageous: ERIT and SELAC training, and experience implementing humanitarian principles in complex post-conflict emergencies.

Candidates apply through the IOM WAVE system. Offers are subject to funding confirmation, and appointment requires medical, security and accreditation clearances and any residency or visa requirements. Applications close on 29 October 2026.
