Senior Civil Engineering Consultant, Management Services (Multiple Locations)

About the role

The World Food Programme's Management Services unit supports programme and logistics functions in N'Djamena and other WFP sites in Chad, covering fleet, fuel, assets, engineering, protocol, travel, guest houses, space management and occupational health and safety. This position is based in Abeche, Goz-Beida, Adre and Farchana, and reports directly to the National Management Services Engineer. WFP needs civil engineers specialised in roads, buildings and public works to strengthen its engineering team in the east.

Key responsibilities

• Prepare tender documents for civil works such as airstrips, buildings, dams, community works and rural infrastructure
• Take part in technical evaluation committees for received tenders
• Monitor and control construction works at WFP offices, guest houses and warehouses and partner projects
• Design construction plans, study projects and prepare and verify quantities and pre-quantities
• Prepare completed works dossiers, update technical and administrative records and approve progress payments against active contracts
• Write work evaluation reports and certificates of completion
• Train staff on procedures, policies, processes and systems

Required profile

• At least secondary education; a post-secondary certificate in civil engineering, rural engineering or architecture is an advantage
• At least 6 years of progressive experience in civil engineering, construction or construction supervision
• Proven experience in building platforms, rural airstrips and runways
• Fluent French and intermediate English (level B)
• Ability to work under difficult conditions with limited resources

Required skills

• Technical drawing and quantity surveying
• Microsoft Office (Word, Excel, PowerPoint, Project)
• AutoCAD, ArchiCAD and similar drafting software
• Knowledge of English and Arabic is an advantage
