Senior Consultant - Demographic and Social Protection Technical Lead

About the role

Palladium is seeking an experienced Senior Demographic and Social Protection Technical Lead to support a technical assistance assignment in Chad. The assignment strengthens the use of demographic and social protection evidence to inform policy choices that support human capital development, sexual and reproductive health and rights (SRHR), demographic transition and demographic dividend outcomes. The consultant is recruited and contracted for Phase 1 only; applications from consulting firms, consortia or other organisations are not considered.

The consultant must be locally based in Chad and show a strong understanding of Chad's operating environment, institutions and development context. Phase 1 identifies priority policy questions, stakeholder demand and institutional ownership, evaluates data availability and quality, and aligns with existing initiatives such as SWEDD+, laying the foundation for a possible second phase.

Key responsibilities

• Provide senior technical and strategic leadership for the assignment.
• Lead engagement with government institutions, development partners and other key stakeholders.
• Assess the policy and institutional landscape for demography, social protection, human capital, SRHR and demographic transition.
• Identify opportunities, constraints and considerations for subsequent technical assistance.
• Assess the feasibility and relevance of available demographic and related evidence.
• Prepare the main Phase 1 outputs and recommendations for a potential second phase.
• Produce a Phase 1 Diagnostic Report and co-design a government-owned Terms of Reference for Phase 2.

Required profile

• Experience as a senior technical lead in demographic and social protection.
• Local presence in Chad and strong knowledge of its institutions and development context.
