Information, Counselling and Legal Assistance (ICLA) Specialist – Chad (N'Djamena)

About the role

The Information, Counselling and Legal Assistance (ICLA) Specialist will lead the design, implementation and monitoring of ICLA programmes for refugees in Chad, ensuring alignment with NRC’s regional and global strategies.

Key responsibilities

• Develop ICLA strategy, technical guidance and macro logframes aligned with regional and global priorities.
• Ensure compliance with NRC policies, donor requirements and contractual commitments.
• Lead fundraising efforts, draft proposals, budgets and donor reports.
• Identify trends, technical standards and donor priorities to inform programme design.
• Provide technical direction, capacity building and systematic training for staff, including cash‑based and market‑based interventions.
• Represent NRC in relevant forums, clusters and with national/local authorities and donors.
• Lead the review and adaptation of ICLA programme strategy for the evolving context in Eastern Chad.
• Develop and implement initiatives in House, Land and Property (HLP) and Empowerment Law Procedures (ELP).
• Oversee MEAL data collection, analysis and ensure quality and innovation in programme delivery.
• Develop guidance and tools for legal aid and protection services.
• Foster partnerships with INGOs, NNGOs, refugee‑led and community‑based organisations.
